Mr Paul David Fenelon (pictured) is not a man you would know. There is no reason for you to know who he is. But Mr. Fenelon is a man who knows Folkestone. He knows Folkestone because he is via three properties 36,34, and 32 Sandgate Road, the owner through a company called Kayne Property UK Ltd
Mr Fenelon’s UK Based company Kayne Properties UK Ltd bought 32, 34 and 36 Sandgate Road, Folkestone. (Properties pictured below)
and 40A Camden Road, Tunbridge Wells, 34 Ely Place London and 152-153 Fleet Street London for £7.5 million.
Kayne Properties UK Ltd is owned by Kayne Properties Limited It is one of the companies used by Mr. Fenelon for his investments in the UK – 32 – 36 Sandgate Road Folkestone – among others and it had links with the Panamanian law firm Mossack Fonseca whose files were leaked in 2016.
Those files show the company Kayne Properties Limited in the Bahamas associated with Mr Fenelon. Kayne Properties Ltd was in turn owned by a trust established in Jersey in 2003 and which appears later to have moved to Mauritius.
Mr Fenelon, then with an address on Sorrento Road, Killiney, Co Dublin, was the owner of Kayne Properties Ltd, when ownership of the company was transfered to the PF Trust, in August 2003, according to the files.
The PF Trust was established in 2003 by Beresford Trustees Ltd, of Jersey . Adminstration was subsequently moved to a trust service in Mauritius, in 2007. The property settled on the trust was Kayne Properties Ltd, a Bahamas based company and the beneficiaries of the trust were Mr Paul David Fenelon and his family.
So 32- 36 Sandagte Road, (pictured) the properties, NOT the companies which occupy them are owned in the Bahamas, that well know secrecy jurisdiction by the sea.

Just because one has enough money to Park Offshore, doesn’t mean one has to. I mean just look at Sir Roger De Haan does he. It would appear the only difference between Mr. Fenelon and Sir Roger, is one has morals and the other does not in my humble opinion.
