Discrepancies Found in Kent Election Data Under Dr. Priest’s Oversight

In the Kent County Council election held 1 May 2025, official results published on the council’s Democracy portal reveal minor inconsistencies in the vote tallies for six divisions. In four of those divisions the total of valid votes plus spoiled ballots is one less than the reported number of ballot papers issued. For example, the Romney Marsh count shows 6,153 ballots issued but only 6,137 valid votes and 15 rejections (sum 6,152). Likewise, Folkestone East recorded 4,138 issued vs. 4,137 accounted ballots (4,131 votes + 6 rejected), Elham Valley 5,804 vs. 5,803 (5,790 + 13), and Cheriton Sandgate & Hythe East 6,046 vs. 6,045 (6,034 + 11). By contrast, Hythe West and Folkestone West show no discrepancy – their total valid votes plus rejections exactly equals ballots issued. This is not the first time discrepancies have happened. Back in 2023, at the by-election for Hythe West, there were cock ups in the numbers as well.

The table below summarizes the figures for all six divisions, including the official turnout and the turnout calculated from ballots issued and electorate size. In each of the four affected divisions, the one-vote gap is visible (sum of votes + rejected is one less than ballots issued), whereas the other two divisions match exactly. Note that the reported percentage turnout is rounded to the nearest whole number, so the calculated turnout (in the final column) differs only slightly (by a few tenths of a percent) from the published figure.

In any election, accuracy is non-negotiable. A one-vote error, left unacknowledged, is not just a mathematical issue—it’s a democratic one. The public has a right to expect that each ballot is treated with precision and diligence.

Despite the technical errors, no election results are affected. In each case the winning candidate’s majority far exceeds one vote. Nonetheless, election experts stress that declared results must be “true and accurate” to maintain public confidence. The UK Electoral Commission emphasizes that even small discrepancies can undermine the fragile trust voters place in democratic processes.

In the Folkestone & Hythe district – covering Romney Marsh, Hythe West, Folkestone West and East, Elham Valley and Cheriton/Sandgate/Hythe East – the count was overseen by Deputy Returning Officer Dr. Susan Priest. In that role she bears ultimate responsibility for the accuracy of the tally. It will be up to Kent County Council returning officer – Benjamin Watts to audit the figures and explain the one-vote gaps. As the Electoral Commission guidance makes clear, preserving “the integrity of the election” and declaring results that are “true and accurate” is essential to uphold voter confidence.

Kent County Council has not indicated any change to the official results, and the turnout percentages remain as published. But the minor arithmetic errors highlighted here underscore the need for meticulous cross-checking in vote tabulation. Authorities say standard verification procedures – such as reconciling ballot papers at each stage of counting – should catch such anomalies. 

Election credibility hinges not on the size of errors, but the fact they exist at all. The Electoral Commission’s guidance is unequivocal: results must be “true and accurate.” Any mismatch between ballots issued and those counted or rejected should be thoroughly investigated—even if it doesn’t change the result.
