Folkestone Parking Enforcement Supervisor Suspended Amid Expenses Investigation

A senior supervisor working for the private company contracted to provide parking enforcement across Folkestone & Hythe has been suspended from duty pending the outcome of an internal investigation.

The suspension follows allegations related to the possible falsification of travel and expenses claims. Multiple sources with knowledge of the matter confirmed that the individual was removed from active duties immediately, allowing for a formal review of the concerns raised.

It is essential to emphasise that the individual in question has not been found guilty of any misconduct. Suspension in such cases is a neutral administrative step, enabling a fair and thorough investigation to proceed without prejudice. The outcome of this process — which may include a disciplinary hearing — will determine whether further action is warranted.

The enforcement services are delivered by NSL Services, a company that was acquired in January 2017 by Marston Holdings, the UK’s largest provider of integrated court and civil enforcement services. Since the acquisition, NSL has operated as part of the broader Marston group, supporting local authorities with a range of public-facing compliance contracts, including civil parking enforcement.

In Folkestone & Hythe, NSL operates under a contract titled “Parking Enforcement Services 2024–28”, awarded by Folkestone & Hythe District Council on 29 November 2023. The contract commenced on 1 April 2024 and runs for an initial term of 48 months, ending on 31 March 2028.

According to published procurement data, the estimated total contract value is £3,819,423.51, with an annual estimated value of £545,631.93. The contract includes a potential extension of up to 36 months, bringing the maximum possible duration to 84 months, though no extensions have yet been exercised. The VAT recovery for the contract is reported as £0.00.

The contract is managed by the council’s Transportation Department and covers a wide geographical area within the district, providing enforcement of both on-street and off-street parking, including the issuance of Penalty Charge Notices (PCNs). A formal review of the contract is scheduled for 1 April 2027.

Marston Holdings have been approached for comment regarding the suspension and investigation. At the time of publication, no response had been received.

    He has resigned and takes the money with him . That stops the council asking for the tax payers money back.
