Cllr Monk has lost the financial plot regarding Otterpool Park

On the 24th Nov 2021, Cllr David Monk (Con), Leader of Folkestone & Hythe District Council, rose in the chamber to answer a question put by Cllr Jackie Meade (Lab). She asked:

Given that the council has borrowed a very large sum of money to build/create the new garden town Otterpool, but as yet we are not in the position to break ground, could you please provide us with the total amount of expenditure since December 2015 by the District Council and Otterpool Park LLP to progress the development including all land/property purchases, consultant and legal fees paid, travel costs / expenses, and any other loans / expenditure including inter authority loans?

Cllr Monk informed Cllr Meade, and the rest of the chamber and public, as of the 31st Oct 2021 Otterpool Park had cost £51m (net), and since then it has cost another £2.2m, and not a sod turned nor a planning application submitted yet.

Then just three months later on 23 Feb, 2022, Cllr Monk stated ” The Otterpool Scheme isn’t costing us money today“, which is quite astonishing given what he’d said back in Nov 2021.

It’s clear Otterpool is costing us money today, and it is clear to us, and perhaps you, that the reason why Cllr Monk was never a successful businessman, is because he simply does not understand the basics of business, or double entry bookkeeping.
