Images have emerged of Cllr Clive Goddard – the Chairman of the Planning Committee at Folkestone & Hythe District Council, working on the Royal Victoria Hospital site
Cllr Goddard is a bricklayer by trade and we understand he left his previous employment with Ken Dixon Brickwork Ltd as it went into voluntary liquidation on the 13th Feb 2020
We ask Clive where his hard hat is…
Hard hats on building sites save lives. Being struck on the head by moving, flying or falling objects accounted for 13 per cent of worker deaths from 2014-19, and 10 per cent of all non-fatal injuries in 2019.
Moving on, we understand Clive has been working on Royal Victoria Site since late May, early June 2020 onwards.
We also note that Cllr Goddard’s register of interests has disappeared from the Council’s website. Is he updating it after seven months?

I thought the register of interest is a public document?
Shouldn’t be difficult to confirm one way or the other ?
It is a public document, he has registered a declaration that he is known to the planning applicant but forgot to mention he was getting paid to work as a bricklayer, please correct me if I’m wrong, but had he registered that he was earning money from the project that would constitute a pecuniary advantage and that would bar him from voting on the application under consideration, but he did not declare his being paid to work there knowing that to do so would bar him as chairman of the committee easing this application through ? (Allegedly)
The Localism Act 2011 seems to cover this entirely.

There have been one or two “odd” planning applications in Clive’s time on Planning, I thought if you were connected to the building trade, estate agent or developer you should not sit on planning let alone chair it.
This whole story sounds very concerning. Would seem obvious that this individual has a conflict of interest and is highly likely to have a partisan view of planning issues if he works in the trade and works for a construction company !!!!
It’s been a long time since I last came up against Goddard and his, shall we say, slippery approach to life. Not surprised to hear he doesn’t appear to have changed. I’d still like to know why Hastings Police sacked him as a PCSO.
